Construction site planning and development

Service 01SWMP & SWPPP Development

Every construction project disturbing one acre or more in Colorado needs a Stormwater Management Plan (SWMP) under the CDPS general permit (COR400000). Many local MS4 jurisdictions also require a SWPPP under their own ordinances. Either way, the plan needs to be site-specific, current, and defensible.

We prepare stormwater management plans that reflect your actual site conditions, your actual construction sequence, and the specific requirements of your local jurisdiction. We've worked across the Front Range and understand the differences between what various municipalities and counties require during plan review.

  • Site assessment and existing conditions analysis
  • Drainage area delineation and runoff calculations
  • Control measure selection and design specific to your site
  • Phasing plans that evolve with your construction schedule
  • CEOS permit application support
  • Plan updates and revisions as site conditions change
Construction site inspection and monitoring

Service 02Construction Stormwater Inspections & SWMP Administration

Colorado's CDPS permit requires periodic stormwater inspections throughout construction. Your local MS4 authority may require additional frequency or documentation on top of that. Either way, inspections need to be thorough, well-documented, and signed by a qualified professional.

We provide construction-phase inspection and SWMP administration on a scheduled basis. We evaluate control measures, document conditions with photos and detailed reports, identify deficiencies before they become violations, and give your team clear guidance on corrective actions.

  • Pre-construction SWMP review and finalization
  • Periodic inspections per permit schedule
  • Post-storm response inspections on a callout basis
  • SWMP amendments and BMP redesign during construction
  • PE oversight and professional stamp
  • Post-construction permit closeout and NOT filing

Inspection costs depend on site size, number of control measures, and travel distance. Contact us for a site-specific quote.

Municipal compliance and program management

Service 03MS4 Compliance Support

Small and mid-sized municipalities along the Front Range face the same MS4 permit requirements as larger cities, but with a fraction of the staff and budget. We help bridge that gap.

  • Gap analysis of your current compliance program
  • SWMP document development and updates
  • Construction site plan review and inspection
  • Illicit discharge program support
  • Storm sewer mapping and outfall screening
  • Annual report preparation and submittal
  • Ordinance development and technical standards support

We tailor the scope to your municipality's needs and budget. Some communities need full program management. Others just need help with construction inspections and annual reporting. We'll work with you to figure out what makes sense.

Stormwater detention pond in residential development

Service 04Post-Construction Stormwater Design

New development and redevelopment projects along the Front Range require permanent water quality and detention facilities that meet MHFD criteria and local jurisdiction standards. We design these facilities and support developers through the review and approval process.

  • Extended Detention Basins (EDBs) for water quality and flood control
  • Bioretention and rain garden design
  • Underground detention systems
  • Sand filter design
  • WQCV and EURV calculations per MHFD criteria
  • Drainage reports and facility sizing
  • Design review and second opinions on existing plans

We also help developers think about stormwater facilities as site amenities rather than regulatory burdens. A well-designed EDB with trails, native landscaping, and gentle grading can be one of the most valuable features on a property.

Engineering plan review and documentation

Service 05Drainage Report & Erosion Control Plan Review

General contractors, project owners, and municipalities sometimes need an independent licensed engineer to review a drainage report or erosion control plan before construction begins. The reasons vary. Some permit conditions require it. Some lenders require it. Some clients want a second set of eyes before they commit to a design.

We review drainage reports and erosion control plans for completeness, technical accuracy, and compliance with applicable CDOT, CDPS, and local jurisdiction standards. We provide a written findings letter with specific comments and, where needed, recommend revisions before the project breaks ground.

  • Drainage report review for methodology, calculations, and local criteria compliance
  • Erosion control plan review against CDPS-SCP and CDOT Section 208 requirements
  • SWMP adequacy review for permit compliance
  • Written findings letter with specific, actionable comments
  • Follow-up review of revised submittals

This is typically a fast engagement: a few days of focused review and a clear written output. Contact us with your documents and we'll give you a turnaround estimate.

Compliance documentation and response

Service 06Compliance Response Support

If you've received a noncompliance notification, violation, or illicit discharge notice from CDPHE or your local MS4 authority, we can help you respond effectively. We assess the current site conditions, prepare or revise your stormwater management plan, implement corrective actions, and draft your formal response.

Time matters with enforcement actions. If you're holding a compliance notice right now, call us.
