Read enough metro district reserve studies and a pattern emerges. The clubhouse roof gets its own line with a replacement year and an inflation-adjusted cost. The pool equipment is itemized down to the heater. And the district’s stormwater infrastructure, often the most expensive category of assets it owns, shows up as a single line labeled “drainage improvements” with a number that wouldn’t cover one forebay cleanout.
Nobody involved is careless. The study just wasn’t built to see stormwater. Understanding why is the first step to fixing it.
Why Stormwater Gets Missed
Reserve studies come from the HOA world. The methodology grew up around buildings: roofs, paint, asphalt seal coats, pool furniture. Components you can see from the parking lot, with well-published service lives. A detention pond’s water quality outlet doesn’t appear in the standard component libraries reserve analysts work from, so it doesn’t appear in the study.
The deterioration is invisible. A roof looks worn at year 20. A pond at 80% sediment capacity looks like a pond. It has grass, water goes in, water comes out. The loss of function happens underground and underwater, and it only becomes visible in a survey or a capacity analysis that reserve studies don’t include.
Nobody hands the analyst an inventory. Reserve analysts work from what the district gives them. If the district itself doesn’t have a complete stormwater asset list with ages and conditions (most don’t), the analyst has nothing to itemize. The gap in the study is really a gap in the district’s own records, passed through.
The lifecycle math needs local knowledge. Standard component libraries won’t tell you how fast forebays fill in a watershed with decomposed granite landscaping, or what expansive clay does to concrete outlet structures. Front Range conditions shorten some component lives well below national defaults, and without local calibration the numbers land wrong even when the component makes it into the study.
What It Costs When the Study Is Wrong
A reserve study that omits stormwater doesn’t just misstate a number. It sets the district’s mill levy and fee structure against a false picture of future obligations. The district collects at a rate calibrated to the clubhouse roof while a $150,000 pond rehabilitation approaches, unfunded, on a schedule set by sediment rather than by the board.
When it arrives, the options are the bad ones: a special assessment residents weren’t warned about, debt, or deferral. What a Stormwater-Complete Study Requires
Three inputs, none of them exotic.
A real inventory. Every facility the district owns or is obligated to maintain, with type, location, and age. If this doesn’t exist yet, it’s the prerequisite for everything else. Our guide to building a stormwater asset inventory walks through the process.
Current condition, from actual inspections. Age alone misleads. A 15-year-old pond in a stable watershed can be healthier than an 8-year-old pond downstream of active construction. Condition ratings from qualified inspections are what turn calendar age into remaining life.
Component-level lifecycle costs, locally calibrated. The pond isn’t one component. The outlet structure, the forebay, the embankment, the vegetation, and the main basin each have their own maintenance cycles and replacement horizons. Priced separately, against Front Range service lives, they produce a forecast the district can actually fund against.
Keeping It Current
A reserve study is a snapshot, typically updated every three to five years. Stormwater assets don’t hold still that long. Conditions change with every major storm season, and each inspection produces information the funding plan should absorb.

The Question to Ask at Your Next Board Meeting
Pull out the current reserve study and find the stormwater section. If it’s one line, or absent, the study is quietly wrong, and the error runs in the expensive direction. The fix starts with knowing what you own and what condition it’s in. That information exists today, sitting in your facilities, waiting for someone to collect it.
