It starts as a nuisance complaint. Backyards along the pond are unusable after dinner, somebody’s kid is covered in bites, and the emails to the management company have picked up an edge, especially in August, when the news runs its annual West Nile stories. The board’s first instinct is to call a mosquito control company, and that instinct isn’t wrong. It’s just incomplete, because if the mosquitoes are coming from the detention pond, the pond is telling you something.

A dry detention basin that’s working properly is a lousy mosquito nursery. Mosquitoes need water that stands still for days on end to get from egg to adult; on the Front Range in summer, call it several days to a week or more. A healthy dry basin, and most neighborhood ponds here were designed as dry basins, drains its storm volume over roughly a day and a half and is empty ground shortly after. The breeding cycle never completes. Treatment has to be repeated all season, every season, for as long as the standing water persists. Fixing the drainage, repairing the trickle channel, clearing the outlet, regrading the low spots, cleaning out the forebay, removes the habitat once, and the mosquito problem goes with it. The repairs involved are the ordinary ones, mostly in the low four to five figures depending on what’s broken, and unlike the spraying budget, they end. They also happen to be the same repairs the pond’s compliance obligations already require, which means the mosquito complaint and the jurisdiction’s expectations point at the same work.

That’s the practical framing for a board meeting: larvicide now if the season demands it, diagnosis and repair as the actual fix, and the diagnosis is an inspection that costs a few hundred dollars, not a study.

A pond wet enough to breed mosquitoes is a pond out of its design condition, and that has an audience beyond the neighbors. Standing water, sediment accumulation, and outlet problems are exactly what jurisdiction inspectors write up, and nuisance complaints have a way of finding their way to the city, at which point the mosquito problem becomes an inspection finding with a response deadline. Boards that treat the complaint as an early warning get to fix the pond on their own schedule and budget.
